The staff report, published on Friday, has re ignited tensions between Mr Bruton and Joan Burton, social protection minister, who wants to cut some of the 900m her department pays out in illness benefit each year.

He said the views expressed in the report "are those of the staff team and do not necessarily reflect the views of the executive board of the IMF".
Employers' groups are likely to also oppose the policy, arguing it will put further pressures on struggling small businesses and lead to further job losses.
"What is being proposed is that we would go into line, over a period of time, with other countries," she told RT's This Week.
"What the IMF is saying is that we are way out of line, we should look at what other countries do and achieve savings."
Ms Burton is proposing workers bear the cost of the first three days of their sick leave and employers pay the following four weeks, after which it will be passed onto the State.
The spokesperson also said: "It appears that the extract from the IMF staff report may be based on incorrect information, as it says that the State currently pays sick pay from the outset, which is not the case, as no payment is made for the first three days of illness."

But the she said it is not a question of any cabinet member winning out over another. "The only winner in this debate will have to be the people of Ireland."
Jobs Minister Richard Bruton is playing down the significance of an IMF report which says employers should cover part of sick pay costs.
